I looked on Herecomestheguide.com before going out to actually look at venues.  It's super helpful--it tells the number of guests that the space accomodates, the general price range, whether or not food/alcohol is included, etc.  I would definitely recommend looking there.  You can select The area you want and what kind of venue (so in your case, San Diego and Beach)

Not sure if you want your toes literally in the sand, or whether a beach/ocean view will suffice, but check out the City of San Diego Parks and Recreation website. My best friend got married at Cuvier Park (also called "The Wedding Bowl" in La Jolla) and it was just beautiful! There were about 25 people at her ceremony. The link below should have some info on it, as well as other city-owned locations on the beach or by the water. I think most of these are ceremony-only. Hope this helps!

AZ bride, Congrats! I am doing the same thing! We live in Central Phoenix and are looking at San Diego for the ceremony spot. There are a lot of wedding packages that you can find too that have several options. We are currently speaking with dream beach wedding and http://www.abeautifulwedding.us/. When is your wedding date?
