 Here's the official site with lots of information for you:

Basically: 
-You must schedule an appointment to get your marriage license. 
-Both you and your fiance have to be there in person with ID (a drivers license is fine).
-You will walk out with your license and could go get married right then and there if you wanted to. 
-It expires 90 days after you get it so you can't do it too early. 
-Cost = $50.

 I just called today & made my appointment at the downtown office.  It's really easy, I'm from phoenix as well & gettting married in San Diego :)
