Burlington Coat Factory always has dresses that will work. I'm personally ordering mine off of ebay though because their's a wider variety, but it's like any other dress, avoid China, and pay attention to their rating and reviews.

I would think that it's almost Easter dress season, which would be a great time to find a flower girl dress in a 'regular' store. I would definitely check out JCPenney and Kohls-they always have a big selection of items and there are always coupons available. :)
