You could do a light purple or light blue with navy blue and it'd look really nice. I'd be wary of dark purple because it might be too much dark, but honestly, you can do almost anything with navy. I love orange and yellow and navy, I've also seen red and navy, pink and navy, or even just navy and white (which gives it a really nautical look) I was in a wedding with the colors as navy, green, and white and it was very pretty.

I don't think you need to build a color scheme around his dress blues.
I would use the colors you want to you.
Because it's spring, I think I personally would stick with softer colors like:
pastels, Wisteria, Lavendar, Thistle, Amethyst, but I wouldn't go much darker than like plum. OR, you can have a dark purple and balance it out with softer pinks, yellows, greens, and blues.
Don't just stick to two colors! And, don't be afraid of having more than one color scheme.

Our ceremony is pink, ivory and silver.
Our reception is ivory, dark blue, baby blue, and silver.

Pretty much EVERYTHING goes with Navy! Yellow is most popular... BOO MICHIGAN... sorry. :)

I think light pink and navy are very pretty together and would be perfect for a spring wedding.  Technically navy is a neutral (or pseudo neutral) so you can really use any colors with it!

We had a friend get married that did navy, white, and silver. I agree with pp that light pink would be perfect with navy for a spring wedding!

Navy is pretty easy to make work

Navy and cream/tan (that would look good as tuxes) 
navy and soft blue
Navy and lime green
Navy and silver and white 
navy and red
navy and hot pink
navy and light pink
navy and silver
navy and purple

Honestly you don't even have to follow a theme of colors either, if he really wants navy I would incorporate it some way, you could take a few colors you like and add accents of navy, ie navy sash on your girls dresses, navy ribbon on the bouquets (depending on the flower colors), navy napkins, or navy placecards,

adding a small amount of it will make him and you happy and i bet it would look good :)
