Since a florist isn't in our budget, my mom and I will be DIYing our flowers. The only flowers we are having are the bouquets and bouts...I'm not a big flower person and our outdoor venue has lots of flowers and greenery. I am having trouble choosing flowers. Our colors are black and white with accents of lime green. The BMs will wear black. I really like Peruvian lilies but I'm not sure what else to have with them. I don't like roses so don't want to include them. Thanks in advance!

Look into fuji mums and yoko ono mums. They come in greens and I think stay pretty well. They are kinda puffy, so it'd fill out a bouquet decently and I've seen them at the flower stand down the street from me for reasonably cheap. Also, consider things like carnations, because when they're clustered they look really nice and smaller "filler flowers" (baby's breath is the first one that comes to mind, but I know there's others).

I am doing kusudama-type flowers. I dislike flowers so I chose the paper route. You can buy paper in any colour! Don't know if you're looking for real flowers but it's an idea.

I like your plan and ideas. It totally makes sense to DIY also because of all the greenery and gardens at your wedding. Since you like Peruvian Lilies/Alstromeria I think you should do that. There is a white Alstromeria that has small black lines in it that would be so lovey. I think the name of the color might be Rebecca. Alstromeria is reasonably priced, easily available, long lasting and would be easy to work with DIY.Not sure how hot it gets there in August but you should be okay.
You will just want to have your flowers out for a few days so they open up and will be in their full glory for your wedding. I think you could do the Alstro all alone because I wouldn't get too busy or detailed with the florals or try to compete with the flowers at your setting. Too hard to compete with that plus keeps you on budget. Also, using alstro would not be time consuming to put together! Buy a little ahead of time to experiment with opening time and putting together.
Use a black ribbon for wrapping and you're all set.
This also allows you to put as much of your budget into your bouquet as possible. For your bouquet which should be more special. Anemones would be a dream come true. White with black centers would also make for beautiful pictures!

The paruvian lily is also referred to as alstromeria (might come in handy when ordering). They make great bouqets on their own too! You could have plain white clusters for your bridesmaids and a mix of white and green for you! LIke saacjw mentioned, the green spider mums are a nice lime or a green cymbidium orchid. They are expensive, but have several blooms and make great bouts!

Anemones are my favorite for black and white:
