I know here in MN, you can get your license in any county you want (you just have to be a MN resident)- doesn't have to be the one you're getting married in. I'd ask your local board about this :-)

Yeah, definitely check with your local board.  Some states allow you to get your marriage license anywhere in the state, while others insist it be from the county where you are getting married.

I'd check with the county offices. They'll have more info. On the PA/NY border and I don't know. But this website says that you can apply in any town in the state, but you both have to be present to sign it. http://www.health.ny.gov/publications/4210/
