we don't want a long ceremony but we need more than just the vows!

Is your brother writing the ceremony, or are you?

I would recommend looking up "secular wedding ceremony examples". There are tons of sample ceremony scripts online that you can either use directly or customize. I would also consider getting your brother this book, which I read just to learn more about the key parts of a ceremony and our officiant read to help with things like the rehearsal.
