Now, this isn't my first time planning a wedding, it got down to four months before the wedding and it was called off. I realized I was making a mistake but I love my dress, and my new fanice understand that it is brandnew. But my question is my budget, do I put into it the items i've already bought or start with a brand new slate and just keep the items.
Budget: 5000
Dress: 600 with vile (no alteration yet)
Decorations: Around 100 or 200.

If you have items already that you can use, there is no need to include the cost of those in your current budget.

If you have items you have already paid for then I would not count them in your new budget. However, if your new budget is a max budget and you are trying not to spend everything then, yes count those items as money saved.
Budget $5000
Saved $800 on items you have
Spend $4200 on wedding.
however, if items start costing more than expected you know you have $800 to play with, without breaking your wallet.

Are you working with the TK Budget tool or something where there are predefined lines to enter items?

I don't understand why this is confusing - if you have $5000 to spend on the wedding, then you spend $5000 on things you need to buy (which in this case would exclude the dress).  If your budget is $4400 because you already spent $600 on the dress, then you only have $4400 left to spend...

It really depends on how you and FI feel about it. If it were me, I'd want to start over new because that dress would bring back memories. But maybe you're different. Also, you have to consider your budget. If it's not in your budget to get a new dress, maybe try to make the dress you have a little different -add a sash or get a new veil.

If you and FI feel good about it, why not? especially because I understand that the wedding never actually took place. If you love the dress, who would blame you for using it? No one has to know really, do they?
