Budget first. Guest list second. Venue third. You need to know your budget and approximate # of people before picking venue. In most cases, your date is not set until you have a venue booked. If you're getting married during a peak time of the year, you may have trouble finding a venue with dates open, especially this close to the date you want.
You will need to get a dress off the rack with only three months out.
Figure out now what things are important and what are not. Three months is not a ton of time, so unless you want to devote yourself to wedding planning full time (you don't) you should figure out now what you absolutely need (examples: dress, venue, officiant, invitations, photographer, caterer), what would be nice to have (examples: flowers, DJ, centerpieces), and what's really not necessary.
