At my reception ther are huge windows with curtains that cover them.... however we are getting married in July in the evening. We are going for a more intimate feel and I know the sun won't be down by the time of the reception or most of it and the curtains don't really block out that much of the sun.
Whats a cheap way to 'cover' up the windows?
No one will see the "cover" because of the curtains. so it can basically be anything

Cheapest I can think of would be black construction paper and tape.

We do a church retreat and one of the activities calls for blacked out windows.  We just cut a large black garbage back and tape them to the window frame.  GL!

When I worked for my last employer I had to black out the windows.  I used the black wrapping paper from Michaels, it works so well.  

 

I black out some of the windows in the summer and I use the same thing, works very very well.  

 

I put the white side out so you don't get any bad heat from the sun on the black.

Home Depot also sells a window tint. I bought some for my bedroom windows (i get migraines from the sun). They have different shades of tint. However, its about $15 for one roll. One roll will cover alittle more then the "standard" window. Not sure that would be something you would consider budget friendly.... but IMO it would be more tasteful.

If its fully covered by the curtains I'd say something as simple as the wrapping paper PP suggested or even tagboard from walmart.

Agree with KellyS01 Black garbage bags work well, and are probably the cheapest thing.
