Just the OOT guests.  I am making them to but it doesn't appear that my guests are all staying at the hotel that I blocked.  So now what?  Do I give them out at the rehersal dinner even though not all the guests at the dinner will get one?

I am making welcome bags for each hotel room reserved. All of my guests are OOT and staying at the same hotel, which makes it easy. But I would think that welcome bags should be given to all who are staying at the hotel, whether OOT or in-town.

I would only do for out of town guests.

My wife and I hand delivered ours to our guests when they arrived.

Any ideas on where to find cheap totes?  I was thinking I wanted something they could carry to the beach.   I have tons of stuff to fill them but no totes.

Out of town guests only. People who live in town know where everything is, know the good restuarants and have their own snacks. Out of town guests might not. So fill it with all the wonderful little pamphlets, a map of the town, and maybe some snacks.
