check the wedding classifieds on here and weddingbee for used ones. Sometimes dollar tree has the smaller ones.

Not sure what colors you're looking for but Party City has some on sale for $3 for 3 lanterns. Robin's egg blue, lavendar and leaf green are the colors on sale. They are 9.5 inches.

Check local Criagslist for people selling their wedding decorations. Another bride referred me to http://www.jadetime.com/paper-lanterns.html some are only $1 each!
