Our wedding is going to be outdoors during the day at my fiance's parent's house (ceremony at 3, dinner starts at 5).

I was going to fill a cylinder vase with stones, then add water and a floating candle. And then sprinkle some rose petals around it. (for budget reasons.. we don't have room in our budget for flower centerpieces though those would be ideal).

Do you think it would be appropriate to do a candle centerpiece?

I think so, however if you use real candles in the CP's you run the chance they will blow out. You might look into led ones, they do make floating one for that.

Totally fine. 

To make sure that they don't blow out, I'd be sure that the flame is below the rim of the vase/glass/whatever.

Use either a hurricane vase or flameless candles.

Led lights are my option u can add some colorful gems and when it gets dark out they look beautiful!

Second the floating LEDs, for two reasons:
1.  Regular ones may bvery well blow out
2.  Floating candles have a short burn time, and at most weddings I've seen them burn out and/or sink by the end of the reception.

if anyone knows of a good bright flameless candle please tell me! Mine are not impressive. As for your centerpieces I think they sound lovely! You are staying within your budget and still they will look great!

What I plan to do is at night, have the water contain a glowstick, but you break it and pour the liquid in the glass vase/container, I've done it before, it works really cool. Still testing colors for the wedding. ;)
