  Try amazon. Not the best price, considering you have to buy a lot, one for each table, but if you add it to your cart, you can see easily if the price goes down (or up).
  
  Walmart always has some cheap frames.

  II am doing the exact same thing for my daughter's wedding in September (and I thought I was the clever one!!)   Did you find the frames, and if you did, would you like to sell them at a reasonable cost?  I also need about 17-18 of them.  I was hioping for a wood tone but I can always paint them, too.
