so im planning my ceremony on the water at stage fort park in gloucester, due to budget costs, im doing a buffet reception im trying to think of places where i can have my reception that would have a bar, but also allow us to bring our own food in.

Why not look into renting a space that will allow you to bring in both food AND alcohol?  Alcohol is $$$, so that would save you quite a bit.
