I was thinking that too.  I was hoping she was just looking for a way to get Grandma on the beach for photos and not the actual ceremony.

No, it was for the actual ceremony. Grandmas wheelchair is able to manoeuvre on sand so it wasn't supposed to be an issue before the blocks. She took the suggestion to see if there was another way around the blocks for grandmas wheelchair.

So, I've been to this venue....OP is making a mountain out of a molehill.  There are plenty of gorgeous shot possibilities in the vicinity.  Including the beach, and a nearby park.  OP really needs to revise her priorities in life.
