Dress alterations I'm stressing out!!

This is my dress I am stressing about getting the bottom hemmed. I have had one seamstress tell me they can't do it and once say 600+ to do it!! Someone please tell me it can be done!?

I've got my formal gown hemmed here for like $40, and it's very well done. No need to go to "wedding alteration" places they'll charge you a lot!
