Do I need to order more than one copy ?

My sister said she needed two copies, one for the minister to file, and the other for us. Do I need two, or is the second one not necessary ?

You need to ask the clerk's office at whatever courthouse you're planning to get the marriage license.  This varies by jurisdiction.

The laws vary by county, but I think maybe your sister is confused. You/the officiant/the witnesses sign the marriage license and then it is filed at the courthouse. Then the county issues the marriage certificate, which is the document you need a copy of (I had to pay for one; some counties mail you one for free) to change your name if you're going to.
