Ceremony in Mexico in August-- need to find cheap minister!!

We are basically renewing our vows in August ( making it official here before leaving..)  and we really want something simple and cheap.  Just us 2-- we can bring flower petals and depending on cost we could purchase a nice arch or rent one... really we just want a guy in a nice outfit reading a passage from the bible for us! 

Also, we need an inexpensive photographer... any ideas? 
Trips to mexico right now start at around $400 with airfar so if I cant find a cheap photographer there, we might try to find one here that will do free work if we pay for a few days for them there!

Any specific place in Mexico?  It's a large country, so that might help to narrow things down.

What do you mean making it official?

We are staying in playa del carmen, it is just us 2.  we are having a justice of the peace ceremony beforehand so we are having a ceremony just for us and pictures.  I have googled a lot. having a hard time finding anything reasonably priced!

If you will already have made it official in the US, could you just have a friend as your officiant in Mexico?

its just us 2 going... no friends! who knows... maybe we can just find a decent looking guy put on a suit and do this... haha
