Wedding Officiant

Does anyone know how someone can become legally certified to be a wedding officiant in the state of Washington?  I would love to have a close friend of the family officiate for our wedding.

We're having our close friend get ordained online to perform our wedding. He's using this site:

There is no charge for the online ordination, and then they fall under this category:

Any regularly licensed or ordained minister or any priest of any church or religious denomination.
