Check out Corbin Kell, www.corbinkell.cc, we didn't do engagement photos but I know a couple of his packages often have low cost and/or free engagement photos as part of the package.  We used him for our weddings and loved the phots and prices!  Tell him Maria D sent you.

Honestly I met with Rita from Clifton  photography  yesturday and she's amazing. She gives not only does she do your engagment shoot for free but she also includes a guestbook at no additonal charge. I loved her, out of all the photographer's i met with over the past few weeks she was definetly the best priced with the most extensive package.
Let her know Tamara recommended you and she'll probably give you the same deal.
