    Well, for me....the ring came with the actual proposal.  But if its ok with you, the proposal can come without a ring.  Some people do that.  Some people don't like jewelry or can't afford one at the time.  But it is a nice outward sign of committment.  Maybe if you guys can't afford a nice ring, you could get a cheaper one as a placeholder for now.
