Wine bottles and place card picture frames

Hey Knotties, 

Im helping my sister plan her wedding and she wants to do wine bottle favors also she wants to do picture frames for place cards....any ideas where we can get these done cheaply?

any craft stores for the frames & for the wine, there's a few wineries that average $10-$20 per bottle...otherwise if u drive up to the mount hope vineyard at the PA Renn Faire, u can get wine for a fair price especially at the end of october.
