A very small ceremony follwed by a reception for everyone

My FI wants to have a very small, intimate wedding followed by a big recption for everyone. We have only been engaged a couple weeks and we're not getting hitched until September 2012. Where the heck can I do that?! And do I send out formal invitations for the people who we are only inviting to the reception. I'm so lost!

    Pilgrim Chapel downtown is a very cute place and it's small, so if you have a smaller wedding it won't look empty.  Then you could use a venue downtown for the ceremony.  Yes, I would do 2 separate invites depending on who is invited to what.
