Please help with timing

I am having a destination wedding (all my guests will be traveling) on October 21, 2012. The reception place needs a head count by September 21, 2012. When is a good time to send invites and when is a good time for RSVP date? I don't want to send the invites too early, but I also don't want to wait awhile since everybody needs to make travel arrangements.

    I will be sending save the dates in about a week.
    My reception place needs a completed checklist of menu selection, vegetarian meals, cake, etc. on 21st. They said that the head cost can be given to them 3 days before the wedding,  but if its off by more then 5 people or something strange like that, they have a right to charge me extra.

    If I make RSVP Date the 7th, when should I send the invites? Im not sure how long I should give my guests to RSVP
