    It means that person has a private message. Whenever you see *** followed by a name you can basically skip over that post unless it's your name.

    It's a paging of sorts. Usually done to let the person you are paging know they have a PM waiting from them.

    Like Kelly said above, if it isn't calling you out, feel free to skip/ignore it.
