Seamstress that does beading/ embellishments?

I found a great dress that is ALMOST everything I want... It has an empire type waist that I'd like to have some beading added to.  It's just under the bustline so it's too high to do a belt.  Anyone know of anyone in the Cleveland area that does this?

    I would check with Laura at A Bride's Design (Avon), I know she does custom designs and alterations but I'm pretty sure she'll do beading too.
