Gift bag for Wedding guests

My fiance insists that it is appropriate to give gift bags to the attending guests at our wedding. We're already on a tight budget and I think it's just an unnecessary expense, but I don't want to be rude by not giving out gift bags. If you are planning giving out gifts, what are you going to put in the bags?

It's not required at all. We will likely do bags for our OOT guests. Bottled water, an area guide, some kind of snack and a welcome letter will be all.
    I'd point out to your FI that many hotels charge to deliver the bags to guests-if they're all local, well, the reception is for your guests so no bag needed.
