How does a person get ordained?

We have a family member that we want to marry us and there are a bunch of websites out there that say "get ordained for free"; how do I know if it is legal?

I got ordained online and its legal. They send a certificate and I've performed ceremonies. The Unitarian church is the most straightforward process that I found online.
