Bachelorette Party-Help me Decide!

So in the process of helping my MOH plan the B-party and a few options have come up...I have no idea what I want to do.  Backstory: My sister is 19 so can't get into the bars here.  Heres the ideas that we've thought of:

A) Go to Toronto for a girls weekend with spa, going out, dinner, ect.  Then my sister could get in to bars and it'd be a fun weekend.  Problem: people might not be able to afford it or take a whole weekend off.

B) Go to Windsor for the night.  This way my sister could still go out, but it is slightly trashy and still overnight.

C) Do Toronto with the bridal party and whoever else can come and then just do a night out around here with the rest of my friends.

D) Just stick around here and do dinner, comedy club, ect and then maybe try to find a club that is 18+ (suggestions?) so my sister can come.

I'm also open to another idea if you have one!

    Everyone going to Canada will need a passport or one of the special passport/drivers licenses. I voted Windsor because it's cheaper, and more people could come.

    I would say think of YOURSELF. It is supposed to be YOUR day so you shouldnt have to worry who can come and who cannot. I vote whichever you want to do the most, then whoever cant come, do dinner and/or drinks.

    I am the same way, always trying to accommodate for everyone but I always have to step back and realize it is MY day :)

    I agree with Danielle to a point, you should do what you want to do, but it won't be much of a party if only one person can afford it. More than anything I wanted to go to Vegas for my b party, but only my MOH would have been able to go. Not much of a party with two people. So I went with my second choice, Chicago, and I'm sure it's still going to be a great time!! 
    Just a tip though...I saw this with the planning of my own party. Put someone who is very very organized in charge. Make sure you or whoever is planning it gives everyone a set in stone RSVP date. My BM's are having trouble with people committing to go now because they didn't do this earlier. Now the party is next week and they still don't know who is all coming. So I told them if people don't agree to come by Sunday, they are welcome to come but they on their own for hotel rooms, parking, and driving.
    I didn't vote, but I would go to Canada. IMO There is not much to do for people under 21 in Michigan,(club/bar) that isn't really lame. Good Luck!!

    I voted A - cause you and whoever else can stay as many days as you like.. but make all the REALLY fun stuff happen Saturday night! Toronto is FABULOUS starting in June.. it can still be kinda chilly in May.

    I voted Windsor. Unless your bridal party is rich, they may feel like you're asking too much financially with a weekend away trip. Sure, it'd be fun, but financially how many of your friends/bridal party can financially afford it. Hense why i picked windsor. You could look at it as a "look at the past" which could be a VERY fun time! you can do dinner/drinks, go to the casino, bars, etc. Danny's i'm sure would make a great B-party night lol

    Edit:There are a few bars in the area that accept 18+ (or at least used to..?): Emerald Theater mt clemens, Tiki Bobs pontiac, JD's key club i believe in pontiac, Tonic in pontiac...

    I like the Windsor idea, its not that expensive as long as everyone already has the special lincense or a passport. Another idea could be to go out to dinner, and then just party at someones house with drinks, snacks, maybe do a casino night, or something like that. That way nobody has to worry about going to Canada, and spend hundreds of dollars. My fiance is doing something similar with his friends when the time comes.
