Should I put gift tags on?

Is it tacky to NOT put on gift tags on the guests gifts?We are giving them "trick or treat" bags for our candy bar.My mom was saying we should, but to me, that's just another expense with a bag they will just fill and throw away.What do you think? Gift tag or no gift tag?TIA!

I don't think you need to put favor tags on the empty bags.

I think individual gift tags are a bit much.
