  A friend of mine said they got theres in Lebanon county and they got married in Lancaster County. I would think the county you live in... check on the courts website of the county you live in

  you can get it anywhere you want within pennsylvania. county prices vary, so if you're close and it doesnt matter, you can get it anywhere you want. although some counties require you to wait three days to pick up the license. keep that in mind if you decide to travel to another county.

  Ditto pp. PA doesn't require that you get your licence in a particular county as long as it's within the State of Pennsylvania. I got mine in H-burg and I was married in Leola.
