Consumption vs Flat rate for ONE hour cocktail

We can only afford cocktail hour for 1 hour (maybe 1.5 hours).  No other alcohol besides champagne toast will be served for the rest of the night.  250 guests.  Which is probably better: consumption vs flat rate ($18/hour).  Our guests are moderate drinkers, to play it safe.

    So if you went flat rate, guests could drink however much they wanted for that one hour? For $18 out of pocket to you? We don't generally drink alcohol and are having a dry wedding, so I just need a little clarification.

    How much are the drinks for the consumption rate? If you are only paying $18 for the flat rate total then it seems like that is the better deal. But like I said, is all you are paying the $18?
