  Chateau Crystale and Le Jardin allow outside alcohol

  Majestic Metro in downtown does. It's on old style movie theater so if you want something different and quirky that's definitely it. they do not have catering so you'd have to get a caterer. i found it to be old and dingy, but it seems to be a pretty popular place.
