officiant rules

I would like my friend from California be our officiant for the ceremony.  He does not have an officiant license.  I went to city hall in Norfolk for information on how he can get a license but did not get an answer.  Has anyone or is anyone planning on having a family member or friend do the cermony?  If so, could you give me some advice and explain how it works?!

    If you go to the clerk of court office in the county or city where you are getting married, your friend can apply and pay to be an officiant for the day. If this is how you get him certified, then you can't have religion in the ceremony. However, if you go to Universal Life Church online they can apply to be one for free and be able to have religion in the ceremony as well as perform weddings for life.
