  You could try Tweeny at Flower Lab (disclaimer; she's a friend) - she might end up a bit outside your budget, but she should be able to tell you quickly whether or not she'd be able to work within it. http://www.theflowerlab.com/

  Try Commerce Flowers. They came in over budget for us, but as soon as I said it was too expensive, he worked everything down to our budget.
  ($1500 for a wedding party of 16 plus moms, dads, ushers, ceremony, and reception decor full of hydrangeas and peonies)

  Jamie is very talented and easy to work with.  It's best if you give her your budget and she will really give you the best bang for your bucks.  She is in the Pasadena area so you can set on delivery fee and such.
