DIY Program Fans

My FH an I are paying for the wedding by our selves and on I tight budget because I am right out of college.  My wedding is outside and I wanted to be practical and have program fans.  Does anyone know how to make them cheap?

    An option would be to buy designed or parchment paper and print the program yourself.  Then use glue or 2 sided tape to affix poster board to the back of them and put a tongue depresser (or something similar) in between the paper and the cardboard.  I'm sure craft stores sell everything you would need to make them. 
    Be kinder than necessary because everyone you meet is fighting some kind of battle.

    This is a cute idea that I am thinking about doing myself.  Mine is going to be outdoors in May of next year, so I thought fans would be a nice way to beat the heat.
