I need HELP with ceremony venue!

Hi ladies,
I'm completely out of steam on finding a ceremony location. I need any and all ideas that I can possibly get at this point.
My fiance and I are getting married April 9, 2011 in berks county. When we talk to churches they either won't let us use our own minister who we have a very personal relationship with or they won't let us take pictures during the ceremony. So we are thinking maybe outdoor. But this is a problem because weather could be cold or raining, so we'd need definite coverage. I've checked parks for pavilions, I've looked into tent rentals which are all outrageously over-priced for just the ceremony. 
I need help!!

    Do you already have a reception venue?  Is there a way to have the ceremony there?
