11 year old cousin as a groomsmen

I have a 11 year old cousin who I love dearly and he wants to be in the wedding.  His sister will be the flower girl and he wants to be apart too.

Can he be a groomsmen?

    There's really no reason why he can't be the ring bearer.  I have a brother who will be 13 at the time of my wedding and he is going to be a Junior Groomsman.  Basically, he's a groomsman who doesn't participate in the bach party, etc., but he will be wearing the same tux and standing up there with the rest of the bridal party on the wedding day.
