Turning down an invitation

Husband and I just relocated overseas to Hong Kong, and here an "acceptable" way of inviting people to your wedding is handing invites out personally.

Husband has an acquaintance (whom we knew in NYC) and never responded to us when we sent out RSVPs. Didn't even have the decency to decline. She had nerve to send us an email AFTER THE EVENT took place to let us know she was "too busy". NOW, she has nerve to give us an INVITE. 1) I hardly know her 2) My husband and I are not considering going to her wedding AT ALL BUT we MUST DECLINE WITH TACT & DIPLOMACY.

Anyone been in this situation? If so, how did you maneuver yourselves out of this?
