  I think I've seen photos of a wedding ceremony on the roof of Independece Visitor Center.

  Here are some places to consider.  I haven't seen any of these personally but I've heard mention of them here.

  
  

  - the top of the Loews hotel on Market Street

  - the top of the Kimmel Center on Broad Street

  - the Downtown Club down by Independence Hall

  - the Constitution Center by Independence Hall

  - the Horticultural Center in Fairmount Park (I know it's not a rooftop but it's basically a huge greenhouse with lots of beautiful plants)

  Thank you ladies!  The horticultural center told me they require 100 people minimum so that won't work for us... we're going to look at some of the other spaces... I appreciate the recommendations!

  if budget isn't an issue, check out r2l (not rooftop but all glass windows.) very modern.
