  Traci Bucher is out of Auburn and is absolutely incredible--we (4 BM, my mom and me) used her for my wedding and she was very professional, fun, and very reasonably priced.

  I used Shana Beals who has a studio in Sacramento.  She doesn't do hair, she is an AMAZING make up artist and will come to you wherever you are.  She works on many of the shoots for the Sacramento wedding magazines...if you have some check out the credits!  She did mine and my mom's make-up.  You can see pics in my blog under wedding recaps.
