If I was an out of town guest at your wedding I probably wouldn't want a Redskins or Nationals bottle koozie because I'm a Lions and Tigers fan. It might be ok for guests who love those teams you mentioned.
Most of the welcome bags I have received at out of town weddings had a local treat (around here it would be things like, Better Made Potato Chips, Faygo or Vernors pop (soda), dried cherries from Michigan).
At a wedding in Wisconsin it was various cheeses, plus maps & activities in the area.
Great ideas are bottled water, pain relievers (for hangovers), cookies, treats, snacks, a locally made candy, plus maps and activities in case guests are staying an extra day or two.
DC is one of my all time favorite trips, my son lives there now. Anything that provides info on the area would be welcomed I'm sure. Maps of the city, with parking spots would be a plus.
All of your ideas are good. The only problem with some of them is we are not getting married in DC so brochures are kind of useless. We are from DC thats why we want to make DC themed welcome bags.

Maybe some postcards or even postcard booklets, then? That could give the "feel" of being there. In this case I'd also strongly second PP about putting in local-to-DC drinks and snacks.

Where is your wedding being held? Could you do local "tourist" information for that city, and some goodies from DC?
I like the MetroCard idea. We're not doing welcome bags, so I'm trying to think of some way to "foist" 7-day MBTA cards on my OOT guests so they won't end up buying them themselves.
I like the idea of providing local touristy things to do, especially to OOT guests. I went to a Friday wedding in the Louisville area and I did research before we went down to get an idea of what would be near us. When we got to the wedding, we talked to some other guests to see what they would be doing and as a group, we went on a Jim Beam tour, checked out a couple little towns in the area and did a wine tasting as well as Thunder Over Louisville with the bride and groom. Than my FH and I checked out Churchill Downs. The couple didn't do welcome bags, which is fine, so we relied heavily on smartphones/GPS to plan things to do for the weekend(its about a 7 hr drive for us so we made it into a mini vacay) but it made me realize how I am going to do welcome bags. Like a PP said, include things that are handy for guests like pain relievers, water, snacks(so nice for the morning after) but also local the area. Speciality/local beers/sodas, candies or treats. I'm think one thing I would include in our bags is something cranberry related since my FH and I grew up going to Cranfest together and it is something related to his hometown.

We are getting married at Mt. St. Mary's in Emmitsburg, MD and our reception is in Gettysburg, PA. It is a good idea to include info on that area like brouchures. I am def gonna do that. We both grew up in DC and met in igh school in DC thats why we want to include some things related to DC.
Maybe include a postcard of the various things around DC or if you had a special place you would go on dates in HS that makes candies or cupcakes or speciality soda include that. I received a welcome bag that included a note of thanks and sorta explained the items in the bag. They included an item(varied by bag, some had candies and others had speciality soda) from the bakery/resturant that the bride and groom had went to on their first date.

I want to piggyback on this question....I thought about doing a welcome bag for our guest...but how do you hand them out? Our wedding is a destination wedding so everyone is traveling and for the most part staying between two hotels. I just wasn't sure how to hand them out and etc...and tips?
Wedding is in 25 days!!! I have set up a Facebook page with lots of tips and etc...and for our save the dates, we included a tourist map of the area.
