Budget Bride

My fiance and I are getting married Spring of '15 and we are graciously being given a $1,000 budget by my parents.
We are wanting to get married close to home (St Charles County) does anyone know of a cheaper venue for a wedding with a estimated total of 100 people including the wedding party and ourselves. I'm trying to not go over $250 on my dress

We are gonna DIY a lot of the wedding:
Flowers
Reception Decore
Hair and Makeup
Were buying dress pants, shirts, and ties instead of full suits.
Wedding Party and our parents are making the food.
Favors

What we need help with is the following:
Reception Location
Chapel Location 
Officiant

I dont know if Im forgetting anything else but if anyone can help me!

    Could you cut costs by using the same venue for both wedding and reception? Depending on the venue?

    I would look to find a small hall that will allow you to bring your own food into the hall. Also, see if you can get married onsite at the hall. When you do everything in one location you save more usually. Hope this helps.

    I would see if the church you get married at has a parish center or something similar and if you could bring food and use it. I don't know where st charles county is but maybe a metro park if your local weather permits it during that time of year.
