Try David's Bridal for budget dresses that you can trust. Alfred Angelo is another good place to shop. (Darn! I was hoping I could recommend one of your dresses.)
Truth be told, I was mostly looking online because clothes shopping in person is so depressing for me. When you're plus-size and 5'10", it's not always easy to find things in stores. But I really like what I see on both sites and am even open to (gasp!) going in person.

Are you looking for yourself, or for bridesmaids? DB has a great style line for all sizes, and you can go to their store and try them on. Ditto with Alfred Angelo. Yes, they will have dresses in your size.
We had a problem finding daughter's dress because she is 6' tall. DB and AA can order extra length for you. I bought her a blue gown for a social event in Washington DC last year. She just wore ballet flats and it was fine. She was on TV, too. (Proud mother)
I had my bridesmaids order their dresses from there. They do not take returns and their sizing is super wonky.
I've never had dealings with company #1 but, it'd be between 1 & 3 depending on your body frame. IMO
I've had great experiences with Light in the Box, but I was realistic about it before I ordered from there when it came to the risks involved. The dress fit to the measurements provided on their charts with only minor alterations needed once I put on shapewear (I need this for dress pants to lay nice, so take it for what it's worth) that I could actually do myself because of the style I chose.
Another idea - check with Avenue - they have a formalwear line in extended sizing as well as a return policy here in the US...
