Bridesmaids dress problem

My 2 daughters ages 14 & 19 and 2 future step-daughters ages 22 & 29 are our bridesmaids. They all have different fashion tastes, but I found and purchased the perfect dress that not only looks great on all of them, but also fits our wedding theme. The only problem is his 29yr old daughter thinks it is a little too short and wants them all to wear leggings (she does not want to stand out being the only one). My oldest is short and looks even shorter and boxy in a dress and leggings. I am thinking of letting them personalize the dress however they wish, leggings, tights, whatever they each like. They're already choosing their own shoes. Will the different looks clash or work well together?

How short are they, out of curiosity?  I won't wear anything shorter than knee length, personally.

The dress is knee length, but my future step-daughter is 5'11" so it's about 2" above her knee. I did try to take her height in consideration while dress shopping.
