I know I've seen that dress before because I recognize the unique detailing on the skirt ruffles.   Either a bride on here was looking for it, or it was on SYYTD.   My instincts are saying it was on Say Yes to the Dress.  I searched and couldn't find it, but here are some more similar ones:
