Is this acceptable to wear to a wedding?

It's my step-mother's niece's wedding next week. Well, I noticed that I don't have anything suitable to wear - all I have are office clothes and really casual clothes. All I have is this dress, which my step-mother bought as a present a few months ago that I've never had any opportunity to wear: pic here (Sorry for the bad picture, all I have is my webcam.) So, is it appropriate, or should I get something else?

If you click the words "pic here", you'll be taken to a link of what I believe is the dress. Wish there was a bigger pic of the dress though.

What's the venue? It could be okay, but some people would side eye just about anything. Likewise, my friend's DH's family is very informal and she wore a tight velour halter top dress without a prob....
