Spraying Starch

When I went and got my dress altered, the lady told me if I wanted to make it fuller at the bottle, I got spray starch on it and it will make it fuller. Has anyone done this and if you have what are the steps. I have looked online and can't really find nothing on it and don't want to do it and it ruin the dress.

I can see that being a possibility, in that it would make the fabric more stiff, and thus it would floop/droop less. However, I'd be more inclined to spray it on the under layers of tulle/etc in stead of on the visible layer of the dress.
