Its hard to completely tell bc theres a dark shadow on the first pic but it doesnt look to be too much cleavage to me.  Personally I think that panel looks like a doiley was shoved down there and isnt supposed to be there.  My vote is keep it how it is!

I also vote for no modesty panel.  And I'm very conservative when it comes to showing skin.  I really think it looks totally fine without the panel, it didn't look like too much skin to me at all.
